Terms of Contract (ILEC)
An overview of the policies for service activation, billing, network use, and regulatory notice.

1. General Terms of Agreement
Acceptance of Terms: The individual(s) signing this Agreement on behalf of the customer (“you”) represent and warrant that they have the authority to do so. Providing false information on your application may result in a delay or denial of service. By signing, you acknowledge that you have read, understood, and agree to the terms and conditions set forth in this Agreement. You also agree to the rules and regulations of the Company as set forth in the Exchange Tariff, and to any changes in rules or rates for the service furnished.
Early Termination Fee: If your service is discontinued before the end of your agreed-upon contract period, you will be subject to an early termination fee of $150.
Premises Access: You agree to allow the Company and our agents the right to enter your property (the “Premises”) at reasonable times to install, configure, maintain, inspect, upgrade, or remove Company equipment related to your service. You warrant that you are the owner of the Premises or have the authority from the owner to grant us this access.
Acceptable Use Policy (AUP): Your use of any internet service is subject to the Company’s AUP, which can be found online at
www.wnmc.com/acceptable-use-policy. Your signature on this Agreement serves as your acknowledgement and acceptance of the AUP.
2. Internet Service Terms (ADSL)
Service Availability: The Company’s Asymmetrical Digital Subscriber Line (ADSL) service is available to customer locations where technical conditions support high-speed data over existing copper lines. Service availability and speed are determined by the distance from the Company’s equipment to your premises. Locations greater than 18,000 feet (approximately 3.4 miles) from our equipment are generally not eligible for ADSL service.
Service Performance: Internet speeds may be negatively impacted by your distance from our equipment, general Internet congestion, and the performance of individual websites you access.
3. Telephone Service Terms
Long-Distance Carrier Choice (Equal Access): WNM Communications is an Equal Access Company. You are not required to use us as your long-distance carrier. You may research the rates of other providers and choose the one that is best for you. If you select another provider, you must notify us so we can route your calls correctly. You are responsible for setting up an account directly with your chosen long-distance carrier.
PIC Freeze: To prevent your long-distance carrier from being changed without your permission, you may request a “PIC Freeze” on your account. With a freeze in place, your carrier can only be changed with a written, signed authorization from you.
Third-Party and Collect Call Billing: The Company has denied third-party billing (i.e., billing a call to your number from another location). We recommend using a calling card from your long-distance provider or a prepaid calling card for such calls. When you accept collect calls or use certain calling card services, we may be required by the FCC to provide your name and address to the service provider for billing purposes only.
4. Billing and Payment Policy
Billing Cycle: Your local service is billed one month in advance. Your first bill will be pro-rated to reflect charges for any partial month of service. Statements are mailed on the first of each month and are due by the 15th.
Late Fees and Disconnection: If payment is not received by the end of the month, the account is subject to a ½ % late fee on past-due charges. Late notices will be mailed to accounts subject to disconnection. Payments received after the 28th of the month may not be reflected on your statement until the following month.
5. Customer Rights & Regulatory Notices
Lifeline Discount: You may be eligible for a Lifeline discount on your service based on your income or participation in other assistance programs. Please ask a customer service representative for details.
FCC Name and Address Disclosure: Federal Communications Commission (FCC) regulations require us to provide your name and address to interstate service providers (e.g., long-distance companies, conference call providers) when you use their services via methods such as calling collect or using a calling card issued by us. The FCC restricts the use of this information to billing and collection purposes only.
